Optimal BP, regardless of adult age, should be <120/80. Anything above is a risk to health and 150+ is within treatment range (the treatment threshold is lower if you have risk factors such as diabetes etc.)
It is fair comment to say that the lower the BP is, the better (unless one is symptomatic).
Single BP readings are never diagnostic, if there is a concern over your BP, your Doctor can arrange for you to have a 24 hour BP study which will give a more accurate analysis of your BP.
Normal Heart Rate is 60-100. HR below 60 isn't always a problem. Very fit people tend to have a lower heart rate because they have better cardiovascular efficiency, if this is the case, a HR of 48 can be a completely normal healthy indication. My resting HR is often below 50.
The fitter you are, the larger stroke volume one has and this means more oxygen is distributed to the body with each heart beat. So the fitter you are, the less your heart has to pump to do the job. It's the exact same when you rest and the exact same applies when you exercise.
A very low pulse rate can be tolerated as long as the amount of blood pumped out of the left side of the heart per minute is adequate to oxygenate the brain and the other parts of the body. Once the heart is unable to fulfil this requirement you will become symptomatic.The level this is tolerated at varies from person to person. Below 40 is usually always a problem and is absolute bradycardia. .
With regards to HR, what is considered "normal" really depends on the person and to some extent, situation.

Clock's answer is sort of misleading. Although it is indeed possible for a persons BP to be over 200, it is of course pathological and a severe risk to health.
Although there are other theories on the meaning of BP and its affect on health; the worlds leading health organisations support the idea that the higher the BP, the greater the stroke risk (evidence supports this theory). Average BP of over 200, can never be considered 'normal' that would be forcing the heart to work way beyond it's capacity. You asked what is considered normal.
